£5bn Major Works Framework: What Could It Mean for M&E Skills Demand?

A new £5bn UK construction framework has just gone live — and MEP is firmly within its scope.

Pagabo and YPO’s National Framework for Major Works 2026 has named 56 contractors, covering projects valued from £5m across England, Scotland, Wales and Northern Ireland.
The framework will support public-sector projects across new build, refurbishment, retrofit, specialist fit-out and MEP works, running through to 2030.

For the M&E sector, the interesting question is what this pipeline could mean for engineering resource over the next few years.
As individual projects are called off and move through pre-construction into delivery, we could see additional demand across areas including:

•       Mechanical & Electrical Project Management
•       Building Services Management
•       M&E Quantity Surveying
•       Mechanical & Electrical Design
•       Commissioning
•       Site-based M&E delivery

Importantly, a £5bn framework does not mean £5bn of guaranteed work — nor does it mean contractors are immediately recruiting.
But it does provide another useful indicator of the potential project pipeline facing the UK construction and building services market.
For M&E employers, that makes forward workforce planning increasingly important.

The challenge isn’t simply securing projects. It’s making sure the right engineering capability is available when those projects reach delivery.

Are you already seeing M&E resource requirements changing as the 2027 pipeline takes shape?
